Salvor was laid down on 16 September 1983 by Peterson Builders, Sturgeon Bay, Wisconsin; launched on 28 July 1984; and commissioned on 14 June 1986.

The highlight of this visit is the ceremonial handover of donated Special Military Equipment to President Rodrigo Duterte by the Government of Russian Federation.

The ships are on a goodwill visit until October 26. Two other Russian Navy ships, Nikolay Vilkov 081 and Foty Krylov docked at the Port of Subic in Olongapo City where they will stay until October 25.
