DINALUPIHAN, Bataan—The University of Nueva Caceres Bataan is set to offer college courses next school year.

“We have submitted to DepEd our application of the courses we will offer next year. DepEd already acknowledged our application”, said UNC Bataan founder and former SBMA chairman Felicito “Tong” Payumo.

The school will offer Bachelor of Science in Agribusiness, Bachelor of Science in Entrepreneurship, Bachelor of Science in Accounting Information, Bachelor of Science in Industrial Engineering, Bachelor of Science in Architecture, Bachelor of Science in Security Management, and Bachelor of Arts (in English, Math, and Science

“We expect approval from DepEd by the end of this year upon completion of documentary requirement. And we have already existing facilities at UNC Bataan for the college courses,” Payumo said.

“With the college courses to become available in our school, we can accommodate students from towns of Dinalupihan, Hermosa, Orani, and Samal in Bataan, and from Lubao, Pampanga, and other nearby areas,” he added. “They do not need any more to go to Manila for college education.”

“The college courses will be offered from 5:30 p.m. to 8:30 p.m., meaning it is to open doors to those who want to become working students. To cite, there are many young people working in many supermarkets in Dinalupihan, and they can soon study in college if they want to,” Payumo said

UNC Bataan is located along Rizal Street here. It currently offers pre-school, elementary, and junior and senior high school education.

Like all good leaders, Digong is not without flaws.

He has placed the wrong people in key positions: Nicanor Faeldon as Bureau of Customs chief, Caesar Dulay as Bureau of Internal Revenue (BIR) commissioner, Ronald dela Rosa as the Philippine National Police director general, Martin Diño as chair of the Subic Bay Metropolitan Authority (SBMA), Salvador Medialdea as executive secretary and Vit Aguirre as justice secretary.

Diño, a former barangay chair, has defied Medialdea’s order for him to be transferred to the Department of Interior and Local Governments as undersecretary for local governments.

Diño claims only the President—and not Medialdea—can remove him as SBMA chair because he stood in for Digong when the latter hesitated to file his certificate of candidacy for president.
Medialdea slinks into a corner whenever Diño invokes the President’s supposed debt of gratitude toward him.

Faeldon, who was forced to resign after the President’s allies in Congress asked for his head, was “natutulog sa pansitan (sleeping on the job)” when a shipment of P6.4 billion worth of “shabu” (crystal meth) passed through customs.

Dulay, who was the President’s dorm mate in law school, thinks that having a tax compromise with a big multinational company meant reducing its tax payment from P30 billion to just P65.4 million.
Dela Rosa, whose moniker is “Bato” or Rock, is a crybaby and doesn’t inspire respect from his subordinates and the citizenry.

Aguirre, who graduated at the top of his law class, is a bit inarticulate and sometimes talks out of line.
The officials I just mentioned are not the only inept ones in Digong’s government; it would fill up this small space if I mentioned all of them.

CAMP OLIVAS, Pampanga – High ranking officials of the Philippine National Police (PNP) recently voiced out the need for public support to the government’s campaign against illegal gambling even as they admitted that there are “untouchables’’ in the illegal operation, particularly in Central Luzon.

PNP Chief Ronald dela Rosa, who was guest of honor and speaker during the 116th Police Service Anniversary celebration here, said that the illegal numbers game, particularly jueteng, still exists in many parts of the country, with some operators apparently using the Small Town Lottery (STL) as a front for their illegal activities.

“Kaya untouchable kasi pag hinuli sila ng police, sasabihin nila na employee sila ng Small Town Lottery (STL) (They’re untouchable because when they’re caught, they will say they’re SmallTown Lottery (STL) employees,” Dela Rosa said in a press conference.

“Tapos anong magagawa namin pag hindi naman mabigat ang aming dokumento? Kapag nahuli at ikukulong sila, pupunta naman ang operators at sasahibin nila na legal ang kanilang ginagawa pero ang totoo binobookies nila ang STL kaya pag nagreremit na sila sa PCSO, hindi namemeet ang quota, (And what can we do if our documents are not strong?

“If they are caught, the operators will come and say that what they do is legal but the truth is, they operate STL like a bookie and when they remit to the Philippine Charity Sweepstakes (PCSO) they don’t meet the quota,” the PNP added.

“Kailangan paigtingin pa natin ang kampanya sa illegal gambling. Dapat maging sincere din ang ating kapulisan sa pagsugpo nito at yung mga operators na lumabag ay kailangan arestuhin agad (We need to intensify the campaign against illegal gambling and the police should be sincere in stopping this andif operators make a violation they should be arrested immediately),” dela Rosa said.

Former Central Luzon police director Chief Supt. Aaron N. Aquino and now newly appointed Philippine Drug Enforcement Agency (PDEA) chief, also admitted that jueteng remains a challenge for the Central Luzon police but he assured the public that the police are doing its task to constantly monitor illegal activities and to promptly remove from post any of their members linked to jueteng.

Pampanga police director Senior Supt. Joel Consulta, meanwhile, assured that his men continue to observe the “No Take Policy” for them to efficiently carry out the anti-gambling drive.

“So far sa aming campaign, na-meet naman namin (ang goal) dahil natigil na ang jueteng. Kung meron nagbo-bookies, yun ang kasalukuyang tri-natrabaho ng ating kapulisan. Nag-designate na tayo ng tao para manmanan ang operators na nagbobokis ng jueteng (So far in our campaign, we have met our goal because jueteng has stopped.

“If there are still bookie operations, our men are currently working on this. We have designated men to monitor the operators who act as jueteng bookies” he said.
