MANILA, Philippines — The government is hoping to roll out the national ID system using biometrics of all citizens and resident aliens in the Philippines as early as next month.

Bangko Sentral ng Pilipinas Gov. Nestor Espenilla Jr. said the launch of the national ID system supports the central bank’s aspiration for a more digital economy.

“Our great expectation is that we will have finally a proper national ID law as early as next month,” he said.

Espenilla pointed out the BSP has been a major partner in promoting the adoption of “what we call a foundational biometric ID system.”

The Senate approved on third and final reading the bill, “An Act establishing the Philippine Identification System” last month. The House of Representatives approved the same measure in September last year.

“There’s a meeting of the minds between the two houses. And we expect the bicameral conference committee to happen next month. The bill has also been certified as urgent,” he added.

To significantly catalyze a digital ecosystem, the BSP believes there must be a reliable national digital identification system to address persistent customer on-boarding issues due to lack of acceptable IDs and the highly inefficient paper-based KYC (know your customer) processes.

The envisioned national ID system is designed to ensure universal coverage, data integrity and security, and optimum utility and would serve as an enabling platform for the efficient delivery of a whole range of government and private sector services for all Filipinos.

The single national ID dubbed PhlSys would contain the full name, date of birth, address and some fingerprint information of an individual.
The Department of Budget and Management (DBM) has allocated P2 billion for the national ID system under the 2018 national budget.

“We have great expectations in the BSP and we can assure you that we are ready to move forward quickly with this foundational biometric ID system. I hope it doesn’t get any political derails. We really need it,” Espenilla said.

He said the Philippines is the only member country in the Association of Southeast Asian Nations (ASEAN) that does not have a national ID system.

The BSP chief said the BSP is ready to recognize the national ID once it is put in place to replace all other IDs currently required from bank customers.

There are various ID cards issued to state workers including the Unified Multi-Purpose ID (UMID) issued to members of the Social Security System (SSS), Government Service Insurance System (GSIS), Philippine Health Insurance Corp. (PhilHealth) and the home Development Mutual Fund (Pag-IBIG Fund).

“It will solve or it will address many issues such as money laundering compliance. It will also facilitate the acquisition of customers from a distance,” he said.

MANILA — Two Royal Australian Navy (RAN) vessels, the HMAS Anzac (FFH-150) and HMAS Success (OR-304), will dock at the Alava Wharf of the Subic Bay Metropolitan Authority in Olongapo City for a goodwill visit from Thursday to Sunday.

Capt. Lued Lincuna, Philippine Navy spokesperson, said a welcome ceremony and port briefing will be conducted upon the arrival of the two Australian ships.

The HMAS Anzac and HMAS Success will dock shortly after the customary meeting point procedure with BRP Emilio Jacinto (PS-35) off Morong, Bataan.

The HMAS Anzac is classified as a frigate and is equipped with a variety of weapons capable of engaging surface, sub-surface, and air threats. She weighs about 3,810 tons and has a maximum speed of 27 knots.

The HMAS Success is a Durance-class multi-product replenishment oiler that weighs 18,221 tons and has a top speed of 20 knots.

PHINMA ENERGY Corp. is entering the downstream oil industry, initially catering to the fuel requirement of its own diesel plants, through subsidiary One Subic Oil Distribution Corp., company officials told stockholders on Wednesday.

Francisco L. Viray, Phinma Energy president and chief executive officer, said the company had signed a memorandum of agreement with the Subic Bay Metropolitan Authority to extend the lease of the 116-megawatt (MW) One Subic Power Generation Corp. for 10 years.

Mariejo P. Bautista, senior vice-president for finance and controller, said the tank being used by One Subic Power would be used for the company’s foray into the downstream oil industry. The tanks have a capacity of 16 million liters of bunker fuel, which is used by the power plant.

Ms. Bautista said the depot’s expected volume this year is 50 million liters.

“Most of it is own-use,” she said, adding that the power plant uses bunker fuel.

Ms. Bautista said the move to enter the downstream oil industry is to avoid the margins added to what it pays to existing suppliers because of the imposition of excise tax on the fuel.

She noted the power plant does not utilize the tanks’ full capacity, thus the plan to use it to store bunker fuel for the company’s own use.

“We might as well use those tanks. We bought the shares of that company that operates that power plant,” she said.

In 2017, Phinma Energy had a total attributable capacity of 636.4 MW, slightly lower than the 639.4 MW in 2016, Mr. Viray told stockholders.

He said Phinma Energy was looking at projects that would diversify its generation portfolio to include gas and hydropower.

Three projects under study are combined cycle gas turbine (CCGT) plants, including the 383-MW Sta. Ana CCGT power plant in Port Irene, Sta. Ana, Cagayan; the 383-MW Sual CCGT floating power plant in Brgy. Baquioen, Sual, Pangasinan; and the 138-MW Argao floating CCGT power plant in Brgy. Bulasa, Argao, Cebu.

A fourth project under study is the 21.6-MW Ilog hydroelectric power plant in Mabinay, Negros Oriental.

MANILA, Philippines — A United States aircraft carrier displayed military power while patrolling the disputed areas in the South China Sea before docking in Manila yesterday for a scheduled port visit.

The USS Theodore Roosevelt made her presence felt at the Philippines’ mineral-rich Recto (Reed) Bank by launching an aerial demonstration. In a span of 20 minutes, 20 F-18 fighter jets took off and landed on the nuclear-powered warship.

The Theodore Roosevelt, with her embarked Carrier Air Wing (CVW) 17 and escorted by guided-missile cruiser USS Bunker Hill (CG 52), then dropped anchor at the mouth of Manila Bay.

The arrival of the US warship came before the arrival of a Japanese destroyer in Subic Bay on Friday and two Australian warships in Subic today.

The Theodore Roosevelt left its homeport in San Diego, California last Oct. 6 for a regular scheduled deployment to the US 7th and 5th Fleet theater of operations.

From Manila, the Theodore Roosevelt Carrier Strike Group (TRCSG) will be deployed to the Western Pacific with various operations, including addressing shared maritime security concerns, building relationships with partner navies and enhancing interoperability and communication with partners and allies through exercises and ship visits.

The United States is not alone in carrying out naval patrols in the strategic waterway, where Chinese, Japanese and some Southeast Asian navies operate, possibly increasing tensions and risking accidents at sea.

“We have seen Chinese ships around us,” Rear Admiral Steve Koehler, the strike group commander, told a small group of reporters on board the three-decade-old carrier.

“They are one of the navies that operate in the South China Sea, but I would tell you that we have seen nothing but professional work out of the ships we have encountered.”

“This transit in the South China Sea is nothing new in our planning cycle or in a reaction to that. It is probably by happenstance that all that is happening at the same time.”

“All of the operations that we do in and around the South China Sea or any of the bodies of water we operate in, there is a function of international law and that is ultimately what we want to recognize,” he added.

Capt. Carlos Sardiello, commanding officer of the Theodore Roosevelt, said many of the sailors and Marines aboard have strong ties to the Philippines.

“There are several rough riders who are from the Philippines or who have family in the country. We are excited for them to be able to share their culture with fellow shipmates and spend time with loved ones there,” Sardiello said.

The TRCSG’s squadrons include Strike Fighter, Marine Fighter Attack, Electronic Attack, Airborne Early Warning, Helicopter Sea Combat, Helicopter Marine Strike, Fleet Logistic Support and Destroyer.

Japan and Australia fully back the US Pacific Command’s ongoing South China Sea Freedom of Navigation Operations, all directed toward keeping the strategic sealane in the hotly disputed region open to civilian and military maritime and air navigation.

The Theodore Roosevelt’s port visit in Manila came two days ahead of the scheduled docking of Japanese destroyer JS Akizuki (DD-115) at Subic Bay on Friday.

Australian warships HMAS Anzac (FF150) and HMAS Success (OR 304) arrive at Subic Bay today.

Navies in the Western Pacific, including China and nine Southeast Asian countries, have been working on a code of unexpected encounters (CUES) at sea to avoid conflict.

The Theodore Roosevelt’s presence in the South China Sea came days after China’s massive air and naval drills in the area, in what some analysts described as an unusually large display of Beijing’s growing naval might.

China’s navy on Wednesday also released a warning on social media to other ships that they would be holding drills until Friday in the region south of Sanya city in southwest China’s Hainan province, without giving additional details.

China’s growing military presence in the waters has fuelled concern in the West about Beijing’s end game.

The United States has criticized China’s apparent militarization of manmade islands and carried out regular air and naval patrols to assert its right to freedom of navigation in stretches of a sea China claims largely as its own. – Pia Lee-Brago
