The Subic Bay Metropolitan Authority (SBMA) is projecting a 15 percent increase this year in revenue generation from the Information and Communication Technology (ICT) sector in this free port after posting an average monthly income of P6 million in the past five months.

SBMA Administrator and CEO Wilma T. Eisma said the agency’s Business and Investment Department for ICT has made the forecast after a consistent growth that has eclipsed 2017 revenue targets.
She said that with an average monthly collection of P6 million, the agency’s BID-ICT is expecting to generate around P76.4 million at the end of the year. “This would be 15.64 percent higher than the revenue we posted for ICT in 2016,” Eisma said.

The BID-ICT, which handles locators engaged in business process outsourcing (BPO), business process management (BPM), and other related industries, has collected a total of P68,314,258 in revenue for 2016, said Cleofe Espineli, who heads the department.

At last count, there are 95 locators engaged in ICT inside the Subic Freeport, said Espineli. These are infusing more than P32.17 billion worth of investments and employing nearly 2,000 Filipinos.

Espineli added that as of May this year, BID-ICT has already recorded a total revenue of P29,902,215, which is 35.15 percent higher than its 2017 revenue target.

She also said that BID-ICT is currently processing the expansions of some existing locators that will result in additional committed investments of P273 million and additional 608 personnel.

When completed, the expansion projects will generate additional revenue of P15.1 million for the SBMA.

“With my team’s commitment, determination and malasakit for SBMA, we will deliver the best that we can. We wanted to be part of the SBMA team that keeps winning,” Espineli also said.

Earlier, SBMA Administrator Wilma Eisma reported that in terms of over-all financial performance, SBMA posted P1.25 billion in revenue for January to May of 2017, which is 7.7 percent higher than the P1.16 billion in the same period last year.

“But the most interesting fact here is that the SBMA has already posted a net income P240.21 million from January to May this year, or 126 percent higher than the P106 million that was posted last year in the same period,” Eisma noted.

“Even if there are clouds over our heads that trouble our beloved agency, let us continue to perform with excellence and malasakit so that we will continue to contribute bigger shares to the government than ever before,” Eisma also said

Sa unang bahagi ng anin-na-pahinang apela, binigyang diin ang kahalagahan ng malasakit na anila’y nagdala sa nabanggit na ahensya sa napakarami nitong tagumpay at pagkilala. Kabilang na rito ang pagiging kauna-unahang host ng APEC Summit noong 1996. Ang pagiging Best Freeport Zone ng Financial Times of London noong 2015, ang pagiging Management Team of the Year ng Asia CEO Awards noong 2016. Paulit-ulit na binigyang diin sa naturang liham ang salitang malasakit. Malasakit na anila’y dahilan kung bakit ikinalulungkot nila ang pag-angkin ni Diño sa mga mandato at kapangyarihang hindi nito saklaw at ang mga walang basehang akusasyon nito tungkol sa mga anumalya at kurapsyon sa Freeport na nagiging sanhi na kalituhan at pagkakahiwa-hiwalay.

Pinayuhan din si Dino na idulog ang kanyang mga hinaing at akusasyon sa mga tamang institusyon katulad ng Board of Directors, Disciplinary Action Committee at ang Internal Audit System sa halip na banatan sa publiko ang mga indibidwal na hindi nabibigyan ng pagkakataong malaman at makatugon sa mga paratang.

“Pinakisamahan namin kayo hanggang sa aming makakaya. Ibinigay namin ang inyong mga hiling sa loob ng pinapayagan ng batas. Nagtiis kami sa mahabang panahon sa mga kaguluhang kayo ang nagsimula at nagpapalaganap. Sa huli hinamon ng mga department heads si Dino na sampahan sila ng kaso kung may basehan ang mga alegasyon nito. Subalit kung patuloy umano si Diño sa malisyosong mga pahayag nito sa media laban sa ahensya, wala na raw umano silang magagawa kundi ang manindigan laban sa Chairman.

Tanging sina Senior Deputy Administrator for Business Development Stefani Saño at Business & Investment Department for Logistics manager Raymund Gil Siongco ang hindi nakapirma sa naturang liham. Dear Chairman Diño,

The women and men of SBMA welcomed you with open arms when you were appointed as SBMA Chairman in October 2016. We made no pre-judgment, only hope and unconditional support for your leadership. We paid no heed to the naysayers who criticized your credentials, despite the fact that this Agency has been governed by great men in the molds of its previous Chairmen: Senator Richard J. Gordon; three-term Congressman, Felicito C. Payumo; former Ayala Land Inc. President and CEO, Francisco H. Licuanan III; Retired Commodore Feliciano G. Salonga; and former President of Ramcar Technologies Inc., Roberto V. Garcia – all of whom were highly qualified, accomplished and distinguished in their own fields, However, more than professional qualification, business experience and educational attainment, we held one value above all – Malasakit

Malasakit was our core value that drove us to numerous accomplishments — from our foundation 25 years ago on the strength and spirit of volunteerism as the first Freeport of the country, to being the country’s pride and hope, chosen as the host of the first and most iconic APEC Summit in November 1996, and more recently recognized as the Best Freeport Zone of 2015 by the Financial Times of London and the 2016 Management Team of the Year by the Asia CEO Awards, You were welcomed and embraced by an agency that for three consecutive years achieved the highest gross revenues ever in its history, was in the top 15 of all GOCC’s in terms of dividends to the National Government, and had a workforce that was motivated and inspired.

Malasakit is instilled in the hearts of all the individuals who gave and who continue to give their time, talent, love, and even life for this Agency. It is going the extra mile, it is excellence and integrity, it is putting SBMA above each individual’s interest.

Malasakit is also the reason why we are deeply saddened by your actions and how you have conducted yourself as our Chairman. Instead of uniting us, you sowed disunity and divisiveness in the SBMA by arrogating powers that are not yours, using threat and intimidation, and in the process alienating the Board of Directors, Management, and the Rank and File. Instead of defending our Agency as our leader, you have been, from your first days of office, the one person who has most cast aspersion against SBMA through the media, in pursuit of your self-styled image as a graft buster, and at the expense of your very own people.

You have publicly accused half of this Agency’s officers of malversation, gave misconduct, serious dishonesty and grave abuse of authority, informing the media first without giving those concerned their right to know the bases before the bar of public opinion and perception.

As the SBMA Chairman, we believe that you should be foremost in entrusting your concerns against any individual of the Agency to our institutional mechanism. We have the Board of Directors, the Disciplinary Action Committee and the Internal Audit Service to look into all issues first prior to bringing it outside of the institution, not only for the reasons of basic due process for every individual, but also to protect the SBMA against those whose motives are not pure, whose claims are unjust, and whose agenda is personal and selfish.

We respect your right to file cases before the Ombudsman, but when you do this purely as you personal metric of success and performance, you achieve nothing but negative publicity of our Agency, harassment, and seriously distract us from performing our task to the prejudice of the public whom we serve. Still, we are ready to face your accusations in the proper forum and the proper time as we have nothing to fear and nothing to hide.

In our minds, you filed these cases in the Office of the Ombudsman hoping to justify to the public and to Malacañang your perceived relevance to stay on as the SBMA Chairman. Our ideal of a SBMA Chairman is akin to a loving, responsible and diligent father of a family, one who unifies, protects and inspires. To our dismay, and with all due respect, we have found none of these in you.

Nasaan po ang inyong malasakit? You do not share with us the core values that hold our institution together. While we will always give you the respect due your office, we struggle to give the same respect to your person.

Mr. Chairman, we want to work peacefully and harmoniously with you, this much we owe to the thousands of volunteers on whose blood, sweat and tears the SBMA was built, to our locators who put their faith in us by investing in Subic Bay, and to the Agency we faithfully serve. As such we appeal that you please stop making false, unfounded and whimsical allegations as well as malicious insinuations. If there is real basis to charge any of us, we will willingly submit ourselves to the rule of law, but to continuously malign us and our Agency in media without the benefit of defending ourselves leaves us no choice but to stand up at manindigan.

Our stakeholders have suffered enough from the disputes and conflicts that beset us, let us work for them and make their lives better by working together.

SUBIC BAY FREEPORT — Freeport authorities have captured two inmates who escaped from their police escorts.

Brothers Ruel Albino, 39, and Roderick Albino, 33, were caught at the Kalayaan Gate where they tried to exit after jumping off a police vehicle that was parked in front of a mall here, on Wednesday (July 26), a Zambales police report said.

The San Antonio municipal police office had not explained why they brought the inmates inside the freeport, nor why the police car was at the mall.

Personnel of the Law Enforcement Department of the Subic Bay Metropolitan Authority (SBMA) flagged down a car carrying the Albino brothers at about 6 p.m., after receiving an alert that the inmates might have hitched a ride.

The inmates face estafa charges, and have been turned over to the San Antonio police station. SFM

SUBIC BAY FREEPORT: A multi-nation group of new investors – Subic Dragon Town – signed a sharing agreement with the Subic Bay Yacht Club (SBYC) last week committing to further promote Subic to tourists from China.

The investors said at least 100-200 tourists from China and other Asian countries will initially be added to tourists visiting Subic Bay and could soon rise to 500-1,000 tourists a month. Desmond Yap, a businessman from Malaysia, told The Manila Times they have been doing business in Indonesia, Thailand, Cambodia, Malaysia and the Philippines and have decided to set up shop in Subic because of its reputation as a safe and secure area, good transportation and the environment is all conducive to attracting tourists. Yap’s group includes businessmen from Taiwan and Vietnam who are also seeking good local business partners. Subic Dragon Town representative Jacqueline Weber signed the sharing agreement with lawyer Francis Antonio, SBYC representative.
