THE Department of Environment and Natural Resources (DENR) has ordered the closure of an open dumpsite in Limay, Bataan found to be illegally operating since 2015.

Environment Undersecretary for Solid Waste Management Benny Antiporda said they already issued a cease and desist order against the municipal government of Limay, and summoned Mayor
Lilvir Roque, Vice Mayor Robert Arvin Roque and the town councilors to explain the persistent operations of the illegal dumpsite.

“It is like a Smokey Mountain in the making. We already closed the area to stop the operations and I doubt that they will be permitted by the MGB ( Mines and Geosciences Bureau) to operate even after they rehabilitate the area. But definitely the rehabilitation must start now,” Antiporda told The Manila Times.

He noted that establishment and maintenance of an open dumpsite was strictly prohibited under Republic Act 9003 or the “Ecological Solid Waste Management Act of 2000.”

The DENR feared that various types of wastes from the open dumpsite located in Barangay San Francisco de Asis in Limay would reach the nearby body of waters, noting several connecting creeks and rivers in the area.

Antiporda said Limay entered into a memorandum of agreement with Metro Clark Waste Management Corp. based in Pampanga for the disposal of its wastes after the dumpsite was closed three years ago.

“We learned they have coordinated with Metro Clark, but it was only for a year. What we expected was that they would transfer their wastes to Clark, but unfortunately they resumed operations in the supposed-to-be closed dumpsite in Limay as it is illegal,” Antiporda added.

SUBIC BAY FREEPORT – Eight Taiwan-based companies have expressed their interest to invest in this premier Freeport.

Subic Bay Metropolitan Authority (SBMA) chairperson and administrator Wilma T. Eisma said Thursday this was the result of her presentation of the investment and business opportunities here during the recent Philippine Investment Forum held in Taipei, Taiwan.

Eisma said two of those Taiwanese firms have so far committed USD9 million in investments.

She said these are the FTI Holdings Group (Milagros International, Inc.), which plans to invest USD6 million in Subic and hire 600 workers within the year; and Grey Matter Industries Group, which has committed to invest USD3 million and hire 200 workers.

FTI Group designs, manufactures and sells luggage, fashion handbags and backpacks, apparel and apparel accessories, outdoor products, and pet products and accessories, which are sold in the United States.

Eisma said FTI’s chief auditor, Paul Lee, already inspected a prospective factory site in Subic’s Tipo area on April 30, and will conduct another inspection with other company officials next month to finalize the new business venture.

Meanwhile, Grey Matter Industries, which is engaged in the manufacture of PET bottles, plastic films and other plastic products, she said, has already sent the SBMA a letter of intent on April 29.

“The SBMA is now in touch with the six other interested Taiwanese companies to firm up (their) investment plans here,” Eisma said.

These prospective investors are Rong Shin Industrial Co., Ltd., which is recognized as the world’s leading manufacturer of lawn and garden power tool muffler system; Catcher Technology Co., Ltd., a major supplier of Taiwanese computer giant Wistron; Primax Electronic Ltd., which manufactures computer peripherals and accessories for the Taiwan, China and the United States markets; CDStar Co., Ltd., manufacturer of Skechers, Keen, Clarks, Asics, Salomon, and Novi shoes; and Ya Horng Electronics Co., Ltd., producer of electrical appliances and audiovisual electronic products for the US, Hong Kong, Japan, Australia, and France.

Another prospective investor is Sagittarius Sporting Good Co., Ltd., (Xiamen Feipeng Industry Co. Ltd.), a manufacturer of sports and protective equipment, which said it intends to produce fishing and sports inflatable boats in Subic.

Eisma noted that most of the incoming Taiwanese investors will locate at the Tipo area, which is being developed by the SBMA as a major industrial site.

Meanwhile, more than 250 Taiwanese investors attended the April 24-26 Taipei trade roadshow organized by the Philippine Investment Promotion Plan, in coordination with the Philippine Trade and Investment Center – Taipei, the commercial affairs section of the Manila Economic and Cultural Office.

The forum showcased investment and business opportunities for Taiwanese industry players who are repositioning their strategy in light of the recent global trade and economic developments and conflicts between major global markets.

MANILA, Philippines — Thousands of indigent senior citizens will receive a monthly stipend of P500 this year, one of their representatives in Congress said yesterday.

The 2019 national budget allots P23.2 billion for the stipend that will be distributed by the Department of Social Welfare and Development (DSWD), which also gets to qualify beneficiaries, Francisco Datol of party-list group Senior Citizen said.

“The mandate of the budget law is for the DSWD to give the P500 monthly stipend directly to each senior citizen-beneficiary or through money remittance centers accredited by the Bangko Sentral ng Pilipinas,” he said.

It also provides that no more than seven percent of the total appropriation should be spent for administrative expenses, he said.

He added that at present prices, the P500 allowance could buy 15 kilos of well-milled rice.

Datol pointed out that the money for the allowance should already be with the DSWD, since the national budget was signed almost a month ago.

He said the stipend should be paid effective January this year.

He promised to work to increase the allowance or augment it with medicine and food vouchers if his party-list group wins reelection in Monday’s balloting.

President Duterte signed the budget on April 15. He wanted it enacted in December before 2018 ended.

Months of wrangling between senators and congressmen on alleged pork barrel fund insertions delayed the enactment of the budget.
