MANILA – A weather system being monitored in the Pacific Ocean can develop into a “supertyphoon” while inside the Philippine area of responsibility, the state weather bureau said Monday.

Typhoon Mangkhut is packing 140 kph maximum sustained winds and gusts of up to 170 kph and can enter PAR by Wednesday, according to the latest bulletin from PAGASA.

Cloudy skies with scattered rainshowers and thunderstorms over the whole Luzon can be expected on Thursday, weather forecaster Ezra Bulquerin told ANC’s Dateline Philippines.

Western sections of Visayas and Mindanao will also have the effect of the enhanced southwest monsoon which could bring moderate to occasionally heavy rains, he said.

In a separate monitoring by ABS-CBN News, Mangkhut, which will be named “Ompong” once inside PAR, will come in packing sustained winds of 215 kph but can develop into a supertyphoon within the next 12 to 24 hours.

PAGASA categorizes a weather system with maximum sustained winds of 220 kph as a supertyphoon, but Ompong can carry winds of up to 250 kph before it leaves the Philippines late Saturday, said ABS-CBN resident weather specialist Nilo Millanes.

Typhoon “Maymay” (international name: “Jebi”) also packed winds of 250 kph, he said.

“Its outer rain bands as well as its western outer strong winds of 63 km/h (signal no. 2) will start to affect Cagayan and Isabela late Friday morning. The worst scenario for this typhoon, based on this latest forecast track from [Joint Typhoon Warning Center] is for ‘Mangkhut’ to cross the Babuyan Group of Islands on Saturday morning with strength of 240 kph near the center,” he said.

Very strong winds and heavy to torrential rains will affect this area including the rest of Cagayan and Northern Isabela and the provinces of Apayao, Kalinga, Ilocos Norte, Ilocos Sur, and the Batanes Island Group.

Metro Manila will experience occasional light to moderate rains, he added.

Ompong will traverse its path with a speed of 30 kph, as fast as super typhoon Yolanda, which devastated parts of Visayas, said Millanes.

The rest of Northern Luzon will also have rains and gusty winds during its passage especially the rest of Ilocos and Cordillera Administrative Regions due to its outer circulation.

The rest of Luzon will likely have cloudy skies with occasional to intermittent light to moderate rains, becoming at times heavy in the western side of Central Luzon during Mangkhut’s passage due to Southwest Monsoon.

Meanwhile, the Japan Meteorological Agency estimated Mangkhut’s current strength at 150 kph, same with JTWC’s. However, the JMA does not expect the weather disturbance to become a super typhoon.

The strongest winds Mangkhut will attain as per JMA’s forecast is 205 km/h on Thursday until it is over Extreme Northern Luzon.

Japanese undergarment brand Wacoal is giving a new meaning to bra-burning.

Wacoal boutique stores and select department stores are providing a bin where you can deposit your old bras, regardless of brand. Simply ask the staff present for a recycling bag that holds approximately four bras and you’ll receive your own reusable bag.

However, that’s not the real reward.

In an interview with GMA News Online via mobile, Marketing and Merchandising Manager Ms. Elmira S. Cadungog explained that the bras will be processed in Consolacion, Cebu and converted into “fluff fuel.”

According to an article published by the United Nations Industrial Development Organization (UNIDO), fluff fuel is one of the highest grade of RDF (Refuse Derived Fuel) around.

“The Fluff Fuels are produced through shredding, compressing and packaging of plastics, papers, and fibers,” the article explained.

Yokohama-based company Guun Corporation in 2013 successfully launched the pilot project in Cebu, and Cadungog told GMA News Online that fluff fuel is currently being utilized by cement factories in the area.

UNIDO lists lower CO2 emissions than fossil fuel as one of the major advantages of fluff fuels, explaining, “Fuel consumers such as cement manufacturers or power generation companies can cut back on their CO2 emissions by 17 percent during the heating process by Fluff Fuel rather than coal. That is due to the lower carbon content of Fluff Fuel over coal.”

Taiwanese firms are establishing a new industrial estate in Clark Freeport as their economic zone in Subic has already run out of space with more Taiwanese companies investing in the country.

Michael P. Y. Hsu, Taipei Economic and Cultural Office representative to Manila, told Manila Bulletin Business at the launch of the Yulon Finance Philippines Corp. that Taiwanese investors are still looking for a location in Clark although some investors have already sited their factories in Cavite.

“We expect more Taiwanese firms to invest in the Philippines this year,” said Hsu noting that Taiwan investments in 2017 reached more than P10.83 billion.

Hsu said Taiwanese businessmen prefer Clark because there is no traffic and is conveniently situated.
“Actually we have to trace back to 1990s when we started encouraging Taiwanese firms to come to invest inside the Subic Bay Industrial Park, which was developed by Taiwanese firms. Now, we have more than 40 factories in there but the land is no longer enough so we’re trying to look in Clark,” he said.

Similar with its Subic ecozone, the planned new industrial ecozone in Clark will also be funded by Taiwanese investors.

Already, two companies have invested in Cavite with combined investments of $30 million. These are Triton Solar Panel, which is producing solar panels for the local market, and Taishan Gas, which industrial gas production is expected to start this year to supply to the domestic market. Each firm invested $15 million.

On top of that, there are already 8 Taiwanese banks that have established their branches in the country. The latest Taiwanese bank was Chang Hwa Bank Commercial Bank Ltd. of Taiwan, which he said invested $40 million.

“We are expecting more Taiwanese firms to come as they learned from other companies that are already here,” he added. The latest investor is Yulon Group, which brought in $50 million for its car financing business in the country. Hsu also cited the economic benefits of the lifting of visa for Filipinos traveling to Taiwan. The extended 15-day visa-free entry is, however, up to July 31, 2019 only.

Hsu noted that the visa waiver is kind of reciprocal on both countries but Taiwanese are still required to get a Philippine visa.

“We hope that the Philippines will also gradually consider visa waiver to our nationals. We are doing it first to show our goodwill,” he said.

Already, the visa-free granted to Filipinos has benefited both countries. There are 290,000 Filipino tourists who visited Taiwan in 2017, but there were 300,000 Taiwanese visitors to the Philippines last year. As of July this year, there were roughly 350,000 Filipinos who went to Taiwan.

ANGELES CITY — The City Council here has endorsed the Subic-Clark Railway Project, of the big-ticket projects of the Duterte Administration which is expected to spur the development of Luzon’s new growth corridor.

In a recent session, the Sangguniang Panlungosd en banc unanimously passed the resolution in support to the implementation of the P50-billion project that will connect two major ports in Central Luzon.

Councilor Jesus “Jay” Sangil said the city council has adopted the report prepared by the Committee on Clark Special Economic Zone (CCSEZ) that endorses the said project.

The city official said that during the time of President Fidel Ramos, they passed a resolution urging Malacañang to designate Clark airport as the Philippines’ premiere gateway.

This called for support infrastructure projects like modern railway system and road networks, according to Sangil.

“All of these fall into place under the Build Build Build program of President Duterte. Nagkakaroon na po ng katuparan ang matagal nating panaginip, panaginip ng ating mga kababayan sa Central and Northern Luzon,” Sangil said.

The journalist-turned-politician added that he proposed the adoption of the Clark-NAIA twin airport system during his first term in 2005.

The CCSEZ Report, as adapted by the en banc, states “the project aims to provide freight and commuter rail service seen to ease traffic and port congestions in Metro Manila and promote rural and value chain economic development within the Subic-Clark economic corridor, thereby spurring regional economic growth in Central Luzon and nearby regions.”

Sangil noted that the said project will bring about enormous livelihood and job opportunities from construction period up to its actual operations.

During the committee meetings, representatives from various sectors of the city have participated in the deliberations, according to Sangil.

Also present were officials from the Bases Conversion Development Authority (BCDA), Clark Development Corporation (CDC), Department of Public Works and Highways (DPWH).

In the report, the committee mentioned that the realization of the project will help ease vehicular traffic and port congestion.

The project will support connectivity and mobility operation with Philippine National Railways (PNR) Manila to Clark, Manila to Bicol, Sorsogon and Manila to Batangas.

It is a 71-kilometer single-track railway between the Port of Subic Bay and Clark International Airport with additional 15 kilometer extension to the New Clark City.

The railway system’s initial operation is for freight service. It will expanded to accommodate passenger service.

SCRP is also one of the projects under the “Build Build Build” program of the Duterte Administration which is set for completion by year 2022.
